根據《中華人民共和國合同法》的規定，借款方為保證施工生產正常進行，向貸款方申請建築企業流動資金貸款，經貸款方審查同意發放，為明確各方權責，特簽訂本合同共同遵守。

第二條 借款方和貸款方必須共同遵守貸款辦法，有關貸款事項按辦法規定辦理。

第七條 擔保方對借款方歸還貸款本息承擔責任，如果借款方未按期清償貸款本息時，擔保方應在接到貸款方還款通知後一個月內負責歸還。
